Using a series of multilevel regression models the chapter shows that this holds even when controlling for micro-level predictors. The chapter takes this as evidence that consensualism, while institutionally more inclusive and representative, also works to limit the development of a vibrant democratic civil society. Apart from voting in periodic elections, citizens in consensual systems appear more willing to defer to elites and effectively become political bystanders. The chapter considers the implications of this for political representation and the functioning of contemporary democracies.
